Electronic Visit Verification Explained: A 2026 Guide for Home Care Agencies

Today, our company, Senior Care Business Advisors, will arm your agency with information regarding Electronic Visit Verification, or EVV. The EVV mandates are a portion of the 21st Century Cures Act. Here we’ll try to answer some questions about EVV in case you need to change your business operations. EVV relates to how care professionals clock in/out of their shifts with clients.

Two Ways to be Electronic Visit Verification Compliant

For example, to be EVV compliant, a care professional has two options for clocking in/out of their shifts with clients. One option for care professionals is to clock in/out of a shift via a GPS-supported mobile app on their smartphone (Androids or iPhones). In addition, another option that meets the mandate allows the care professional to clock in/out of their shift through a Telephony system using the client’s home phone (landline). Each of these methods verifies the care professional visited the client and began & ended their shift at the client’s residence.

Ensure Care Professionals Clock-In Using Mobile Apps

As a home care agency owner or operator, you must comply with 2026 Electronic Visit Verification (EVV) mandates. Avoid having office administrators clock care professionals in or out on the backend. If care professionals are clocked in/out remotely where Electronic Visit Verification is required, your agency must provide a valid reason why the caregiver couldn’t use the verified process. If the Payor doesn’t accept the reason, it may result in delayed payments or rejected claims. Consider apps like Homebase.

Every State and Territory is Different

As of 2026, every U.S. state (including D.C.) and territory uses different aggregators to oversee their Electronic Visit Verification (EVV) programs. This means the EVV process in Georgia will differ from Oregon, and some states have stricter requirements than others. If your agency operates in multiple states, stay current on each state’s EVV regulations to ensure compliance.
